About Soulard Special Business District

Approved by voters as a “special taxing district” in 1994, the primary purpose of the Soulard Special Business District is to provide enhanced security inside the district boundaries. This includes private security patrols (off-duty City of St. Louis Police officers), security products to residents (e.g., car clubs, energy-efficient lightbulbs, etc.), crime/safety education and other safety-related services to residents living within the boundaries of the SSBD.

An important component of the Soulard Special Business District is the seven person board.  Each board member serves a four-year term and district guidelines require that the board be composed of four property owners, one property renter, one business/property owner and one business owner/property renter.

At this time, Malik Ross is in federal custody on charges unrelated to the homicide of Xavier Usanga. He is not a safety or flight risk as the investigation unfolds. We are actively working with police to obtain the evidence we need to secure a conviction in a court of law.

We are getting word that some people are frustrated that we haven’t filed charges in the homicide of Xavier Usanga. We have been working closely this week with both the @SLMPD and the US Attorneys Office on this matter. Here is a statement we released to the media earlier today.

Protecting the safety of victims and witnesses is a top priority for @StLouisCityCA. Today, we filed charges relating to a death threat made in the courtroom against a victim of a burglary.

One year in a @stlcao Diversion Program costs 95% less than one year in jail in STL. Today, there are 207 fewer people at CJC and MSI. Crime is down.
